would need at least two sets of things

  o everyone's ssh keys, or for everyone to put their public keys in
    their ~/.ssh(es) and to test that ssh works for them.

  o some consensus on how to get in if we're locked out.  for all the
    servers i maintain (except fracking afnog.org, boo hiss), i have
    craft port out of band, and can log in to the serial getty as root
    or whomever.
