[ietf78-tech] MECC emergency contact information

All,
Currently we have access to the MECC while the duty manager is in
residence. They are currently covering from 7am to until we leave in
the evening (up to 10pm). Starting Saturday there will be a guard, so
we will have 24-hour access.

In the meantime, if we need access to the MECC after hours, please
call the emergency contact number. Note that this will reach someone
on call and probably at home, so it will take some time for that
person to drive to the MECC.
