[ietf78-tech] Updated spamassassin rules on management.meeting.ietf.org

I finally ran sa-update on management.meeting.ietf.org, so the rules
like "2010 is too far in the future" and "see if it's on this
blacklist that went away 5 years ago and got replaced by a wildcard
DNS entry saying yes" are gone.

The spam rule that still matches is NO_DNS_FOR_FROM -- which is
less-critical than the bounces that the same problem cause: MX's for
daedelus.com and doit.wisc.edu both refuse email from
management.meeting.ietf.org.  We've let this slip for a whole meeting
more than once, so clearly it's not really that critical, but if
someone would care to add an A record for management.meeting.ietf.org
that would significantly reduce the number of bounce messages I get.
