Matt,
	Ok, I talked to folks, including Russ, and here's our thought. 

	As I understand it now, we have XXYYYYRRRR, where XX is meeting number, YYYY is the serialized registrant number, and then RRRR is a random number. 

	For Beijing, our thought was to make is XXYYYYRRRC where the difference "RRRC" is a 3 digit random, plus a check digit. The check digit would be computed by summing the first 9 digits and then using the ones column (ie, modulo 10) of the resulting number as the check.

	The idea is that you could throw away a "bad" regid without a database lookup.
