[ietf79-tech] NOC chat room

Gentlepeople,
	Historically, there are two jabber/xmpp chat rooms that we all should be aware of and use:

	noc at jabber.ietf.org: This room is for IETF attendees to ask questions of the NOC and report problems

	noc-int at conference.psg.com: This is our internal chat room. Only NOC staff know about this room, so we can speak freely.

	We probably need the noc at jabber.ietf.org to be monitored by the help desk, since our attendees are used to this. Also, it's been helpful in the past for everyone on the team to keep a window open to the noc-int room.
