[ietf81-tech] Quick and dirty trac update

Don't know if we plan to use the trac site this time but it
sprang to life and sent it's compliment of spam tickets so I've
deleted all the crap tickets, set the milestone to ietf-81
and updated the top level wiki page to 81.

Note that network info still points to the ietf 80 page and the
experimental and helpdesk entries need up dating.

If we're not going to use trac this time out, we should re point the 
tickets at meeting.ietf.org email address and if we are going to use it we 
should assign an in-coming ticket owner (unless that's still me) and
any other assignment owners.
