[ietf83-tech] Two APs with wrong VLAN configuration for ietf-hotel SSID

I mined the rancid configs and found the following two APs:

10.215.6.114: virtual ap "ietf-hotel"
10.215.6.114:  no vlan

10.215.6.95: virtual ap "ietf-hotel"
10.215.6.95:  no vlan

If I was on one of these APs, that would totally explain my "can't even
ping the stupid default router" failure mode -- associate with that SSID
and I get on the wrong VLAN.  Sadly, netdisco doesn't see that association,
so I won't jump for joy yet, (and Tero also wasn't associated with them
either), but I'll still fix these two APs.
