[ietf85-tech] What is noc at ietf.org ?

Hi,

what is noc at ietf.org and why do people send emails there to reach us
and why do they end up in out inbox?  I think I have never seen this
before the last 2 years so I wonder.   I'll need to make sure trac
will handle them better if this continues.
