I don't really know netdisco but if it uses the CDP MIB for this
information, I think there are times that a neighbor changes (e.g. if you
change the connection on a port) and the CLI will get updated but not the
MIB variable.
Just a guess. If so, forcing more port transitions (e.g. admin shutting
unshutting) might fix or reboot might be the only method.
