[ietf85-tech] Circuit update

Gentlepeople,
	Got a call from Fred Swann from Comcast recently. He let me know that the circuits have been extended to the MDF, and are waiting for our rack to install the Ciena WDM endpoint. The dark fiber will be delivered vi SM on LCs, while both the 200M (B&B) and the 800M backup path will be delivered on MM on LCs. I've asked him to leave tails to patch into our gear, but we should make sure we have patches as well.
