My understanding is it's more like router/manages prefixes which are 
assigned using radius or diameter or if you don't care about subscriber 
managment the router just divies them out a pool that it manages. if 
your dhcpv6 server unicasts replies to clients you'd need to install 
them in the rib yourself, and yeah bgp seems like the cleanest way to do 
that.
