[ietf86-tech] Rtr-B prepend statements added to v4 and v6

We are pref'ing Rtr-A for our outbound, but Rtr-B was being preferred 
for our inbound. I've added prepend statements to Rtr-B (after a quick 
lesson in policy processing order on the Export filter from BZ) and we 
should see inbound pref switch over to Rtr-A.
