[ietf86-tech] IOS version skew

The 3 APs that report themselves to be 1141's (the 3 that were replaced)
are all also running IOS 12.4(21a)JA1.

All of the rest of the APs seem to be running 12.4(25d)JA.

Dunno if this is a problem, just something I noticed.
