[ietf86-tech] ap3058 was using management's IP address

Hey guys,

For about an hour, ap3058 was trying to use management's IP address.  This
caused a couple of problems:

1. Sessions to management were failing, and management was not able to
collect data.

2. APs were failing to mode-reset properly, because they were trying to
tftp their config from management and instead reaching ap3058.

This happened because 130.129.1.12 was accidentally entered into the dhcpd
config file as the fixed-address in addition to this next-address.  Bjorn
has fixed that and grepped for any other fixed-address typos.
