[IPv6Scotch] WG Meeting in Dublin

The chairs of this WG feel that the state of IPv6 deployment
is such as to require another WG meeting in Dublin.

We are still working on a sponsor for our room, but expect to have one  
soon,
so WG members should start preparing their drafts now.

In recognition of our meeting location, Irish drafts will be  
acceptable as substitutes.
