This number seems entirely appropriate given the international nature of 
the participation and discussion: The corresponding RFC is:

        MIME (Multipurpose Internet Mail Extensions) Part Three:
              Message Header Extensions for Non-ASCII Text

Whereas the end of the Procrustean approach of requiring that all 
characters of all character sets be mangled so that they fit into a single 
ASCII-based encoding =?wrapper?= may be at hand, we trust that the IPv6 
Scotch BOF will maintain its traditional container format for toasts 
unchanged and unexpanded.

                .... And the universal deployment of IPv6.
