[IPv6Scotch] Upcoming BOF

sadly not in Taipei, will miss the BOF.  I am currently reviewing a 
surprising revision of an old favorite standard.  JWDB updates the 
original JWB by doubling the quiescent period in (toasted oak barrel) 
state, otherwise maintaining the standard components of JWB.  I 
recommend you all look for implementations and try it out for yourself.
