Since Bits and Bites is Thursday, how about Wednesday after dinner or after the plenary (I could possibly afford to order a few pizzas). I can't offer to drink any scotch since the drugs I'm on (yeah that explains my behavior) don't interact well alcohol. By the way, I chatted with Perry, and he confirmed that Nov 1998 really was the first Scotch BOF. It was an informal one that he, Francis and Alain put together (I remember there being <10 people there), and the following meeting in DC they formalized it a bit more. He remembers that it was "the only decent booze that entire week :-)" And thus a tradition was born.
