there is zero explanation of what the experiment
  o hopes to achieve
  o how it hopes to achieve it
  o how it actually works technically
  o what its effect on users might be
  o whether there would be any data retention and the exact nature of
    it
  o how it will be monitored not to have deliterious effects

in addition, considering the current kerfuffle, mark should be prepared
to give warning and seek consensus on the ietf mailing list.
