[ietf79-tech] DHCPv4 setup for IETF79

Folks,
	I've tweeked the DHCPv4 setup on services-{1,2} in several ways:

	- I've added the two guest-room networks

	- I've enabled dhcp-failover. This is with a 50/50 split between services-1 & services-2. Note also that I've set the mclt to be /very/ low (10 seconds) to ensure things recover quickly in case of failure. These settings are what ISC support suggested.

	- I've asked James to point the DHCP relay to both 130.129.5.6 and 130.129.5.7

	If you need to make changes to DHCP, please edit the /usr/local/etc/dhcpd-subnets.conf file on services-1, and then copy it to services-2. Also, please remember that all the configuration files on both systems are under RCS control.
