[ietf79-tech] ietf-hotel.1x auth working but no bits

I have a relatively useless trouble report: from my room last night I
*think* I was able to use ietf-hotel.1x, but my certainty of that is
decreasing (maybe I used the portal and then forgot about it).

I joined ietf-hotel.1x at l2 successfully this morning, but didn't get
any DHCP response.  tcpdump only showed my traffic.  I switched to
ietf-hotel and used the portal and it worked.

I just joined ietf-hotel.1x from my phone and got a DHCP response.

My only idea here is that the dhcp servers redundancy is configured
wrong for this network, and my laptop hashed to the server that isn't
responding?  That's a pretty big leap to make, though.
