Unlike XFPs, SFPs terminology tends to vary quite a bit as you move away
from plain old LX optics. It looks like Juniper has 1310nm 1000BASE-EX
optics that are rated at 40km which is believable since the Tx is at
least -4 and the receive sensitivity is -22.

Normally for distances greater than 16km I would grab a pair of 1550nm
SFPs (good for 40km or 80km) and call it a day. But these 1310nm
pluggables have >18dB of power budget and should do 40km no problem as
the launch power is around 10dB more than an LX and much better receiver
sensitivity.
In any case, just note the span loss for the fiber span in question,
figure about .4dB/km loss @1310nm and .25dB/km loss @1550nm. Then find
optics that have a power budget that fits the bill.
