[ietf81-tech] ** PROBLEM Host Alert: rtra is DOWN **

The internal drive that holds /var died when we did the commit.  It
was likely to happen at a more in-opportune time eventually, like when
no one was watching it, but us updating the config kind of forced the
issue.  Things are back up now and we should be sending traffic
through RTRA shortly.
