[ietf85-tech] Permanent IETF Servers

Guys,
	My ops team got me the addresses for the perm servers:

> 149.20.61.115-135/24 have been set aside for you. Gateway .1
> The v6 addresses will be 2001:4f8:3:3d::115-135/64 as well, with :1 as the gateway.

	Once we've got names associated with servers, we can get the reverses setup.
