[ietf86-tech] Comcast Bits and Bites router modifications

I've added the attached configurations to RtrA and RtrB to service 
public space to the Comcast layer-3 device in the Bits and Bites room. 
I'm going to got provide them with the connection info and we'll see if 
we can get this all tested.
