[IPv6Scotch] History?

I believe the first meeting was held at the IETF 43 Orlando meeting,
December 1998. The first chair was Perry Metzger. I'm certain it was
started as a celebration of a successful IPng working group session, so
"the toast" has been a part of it from the beginning.
